国家发展和改革委员会能源研究所研究员，国务院政府特殊津贴专家。

1951年3月出生，1981年毕业于福建省厦门大学化学系电化学专业，获理学硕士学位。现在国家发展和改革委员会能源研究所北京市计科能源新技术开发公司工作，历任室主任、总经理。
